Netherlands pours billions into cleaner steel, Tata Steel accelerates course to hydrogen

Tata Steel is getting a big push towards cleaner steel, the outgoing cabinet wants to allocate up to two billion euros while the company itself invests between two and four and a half billion in a package that should sharply reduce emissions and noticeably relieve the living environment. The direction is on paper in a letter of intent that further colors the customization agreement and, after years of talk, finally establishes the core, less coal, less smoke and less dust, and at the same time a bridge to competitive production that does not lean on smoldering furnaces.

The turn begins at the heart of the plant where one of the two blast furnaces and one of the two cooking gas plants go out at the end of the decade, the process shifts first from coal to natural gas and later to steel making with green hydrogen when supply and price allow. Biogas comes into the picture as an intermediate option because hydrogen is scarce and expensive, and the company also cites CO2 capture and storage as a tool to further reduce emissions. In total, the package should save between five and seven megatons of CO2, accounting for up to about five percent of the nation's greenhouse gas emissions, a yield that is not readily on the table in any other industrial project.

The living environment should see gains earlier than just at the big turnaround, to reduce dust clouds on the wind and precipitation on roofs there will be windbreaks and canopies at resource fields and those interventions will be put in place in the years leading up to the closures. Particulate matter is expected to drop by about thirty-five percent while lead, nitrogen and sulfur dioxide should also be noticeably reduced, measures that not only clean the air but can restore confidence in the approach in neighborhoods that see and smell the plant every day.

Yet the file is not negotiated out and the independent advisory committee keeps its finger on the sore spot, too many details are left for later and guarantees of health gains remain thin as long as they are not hard-wired. The question of why the second cooking gas plant cannot close sooner than at the end of the schedule remains emphatically on the table, and the Health Impact Assessment is as yet only discussed rather than used as a hard trigger. Some of the criticism has since been incorporated with additional targets for particulate matter, but not everything is buttoned up and that makes assessment complicated.

Politics at the same time puts a safety valve in the contract work, the state support is not final and a next cabinet can still steer the trajectory differently or parliament can declare the support as controversial. There are also grounds for termination built in to guard the balance, the government can get out in case of serious concerns around the ongoing criminal investigation, the company can halt the trajectory if the rules of the game for CO2 levy, grid tariffs or steel slag processing become significantly tougher. Such conditions protect against unpleasant surprises but also demand clarity; those who invest want to know where they stand.

The tone in The Hague is positive and cautious at the same time, the climate minister talks about good news and less dependence on foreign countries and the top management of Tata Steel is grateful for the support but stresses that there is still a lot of work ahead before there is a final agreement. In the factory halls another chapter is at play, the proposed reorganization will cost about twelve hundred jobs and the union fears that a small organization will slow down rather than speed up the greening, the management insists that the restructuring is necessary because otherwise the cost position will become too heavy compared to competitors.

Those who want to appreciate the whole picture see that speed and certainty need each other. A sharp sequence helps, first continue to address the sources of health complaints with hard, measurable targets that are publicly reported and automatically tightened when health effects call for it, then latch the heavy engineering of process renewal to clear milestones for gas, hydrogen and CO2 storage with transparent choices about biogas as an intermediate step. For the region, it pays to start training and retraining earlier than the furnaces go out and to get suppliers to meet new safety and quality standards in a timely manner, thus keeping knowledge in-house and avoiding delays due to personnel shortages. Precisely at that intersection of people, technology and enforceable agreements, this intention can grow into an agreement that not only reduces emissions but also regains confidence and sustains an industry that dares to take the step to clean competitiveness.
