Guyana is turning the money tap tighter as oil revenues boost the economy and that is exactly where President Irfaan Ali is turning a new chapter with a nine-part foreign exchange policy framework designed to plug weaknesses in the financial system without stifling growth. Spending through credit cards skyrocketed from over ninety million dollars to more than three hundred and forty million in a short time and is already well above two hundred and fifty million this year even before the traditional year-end surge. That pattern reflects an economy that has been growing at an extraordinary rate since the discovery of oil, while also exposing where outflows of capital can occur.

The president places the intervention in a balancing act as the national interest must be protected while businesses and households maintain access to foreign currency. The macro picture remains seemingly stable with moderate inflation and an exchange rate moving around a fixed range. Under the surface, however, risks of abuse and arbitrage are growing that could erode confidence in the money system if the government does not tighten rules in a timely manner.

Commercial invoices will be required for every foreign exchange request, and the use of personal cards for business imports will be curbed to discourage sham transactions. Oil and gas companies operating under the local content law must demonstrably operate through local accounts so that money flows remain visible to regulators.
