Brussels wavering takes time, climate course wobbles and authority at stake

As the countdown to the next U.N. climate negotiations continues, the European Union is opting not for a new emissions target but for a postponement and an intention on paper, making its once self-evident frontrunner's role sound thinner than European diplomacy cares to make it sound, and growing space for others to do the same. Work is underway in the corridors on a statement outlining a range for emissions reductions toward the middle of the next decade, but without a binding target by the international deadline, the bloc is losing momentum even before it joins the table.

Behind the brakes are familiar fault lines, as member states clash over the route to a new interim target and over how much space industry and agriculture will get, while the European Commission has already set the compass with a proposal for a 90 percent reduction in emissions by 2040 compared to 1990, including limited flexibility through approved carbon credits. Supporters see in this clarity for investors and planning in industry, opponents fear practicability and cost and push all the buttons at once at a later date.

The timing is awkward, because the world is expecting a new round of national climate pledges just now, and because the UN process urges countries to come up with tightened plans this year, so that analytical reports can include what is or is not working before the summit. Those who are late talk along with a backlog and lose influence over the bar set by others.

Meanwhile, European business shows a different reflex, as a broad group of executives and asset managers are instead calling for a firm, science-based 2040 target and predictable policies that secure investments, from clean power to electric manufacturing and smart grids. Their reasoning is simple, policies that don't swing attract factories and capital and prevent manufacturing from leaving for regions with more stable incentives.

Diplomats warn that a divided Union quickly loses weight on the world stage because compromises that last too long not only erode its own credibility but also weaken its negotiating position when others appear with complete goals and scenarios. Those who once set the standard should not be surprised if that role fades away when the score is left blank for too long.

Among all these dossiers, there is a practical lesson that is rarely spoken but works all the more often, namely that clear intermediate steps with moments of measurement and visible burden-sharing are more likely to build trust than perfect end goals that keep shifting, especially if rules for financing, infrastructure and permits are tightened and consistently applied at the same time. That gives industry, cities and regions the routine to deliver and removes noise from the debate exactly when it matters internationally.
