Microsoft puts brakes on Israeli military access after revelations of massive wiretaps

In a rare strong signal toward an ally, Microsoft has disabled a suite of cloud and AI services for an Israeli military unit after an internal investigation found preliminary confirmation of media reports of large-scale storage of Palestinian phone calls on Azure. This is a move that links the company to its ban on mass surveillance applications against civilians.

The intervention follows a joint investigation that revealed in August how an Israeli intelligence unit was archiving millions of calls from West Bank and Gaza residents in European Azure data centers. With references to storage volumes that ran to thousands of terabytes and claims that up to a million calls per hour could be processed, a scale at odds with Microsoft's terms of use.

In an internal memo, President Brad Smith stated that elements of the news coverage are supported by the initial findings, upon which Microsoft blocked targeted access for the affected unit within the Department of Defense, while other contracts including cyber resilience for Israel and neighboring countries continue to run. This delineation and measure underscores the legal and geopolitical sensitivity.

The decision has been welcomed by civil rights and pro-Palestinian groups that have been campaigning for months and also organized ongoing employee protests within Microsoft. The incidents in some cases ended in dismissals for violating internal rules, a tension that giants in the technology sector are increasingly having to publicly account for.

Israeli authorities declined to comment substantively or previously disputed that Microsoft itself was involved in storage or processing, while international media interpret the move as a rare moment when a U.S. tech company limits a partner state for human rights reasons. A precedent that will raise questions elsewhere about outsourcing military data to commercial clouds.
