That move stems directly from the new GENIUS Act that establishes the first federal framework for stablecoins. The ministry is asking citizens businesses and institutions for concrete practices that financial parties can use to detect illegal transactions. The consultation is in the Federal Register and is being confirmed by Treasury with a press release. The goal is to fuel research and then develop targeted guidelines and, if necessary, rules, including a focus on cost privacy and cyber risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law itself was signed in July and mandates full coverage of stablecoins with liquid reserves such as dollars and short-term U.S. government securities with monthly public reporting on the composition of those reserves. The law also establishes which regulators are responsible for bank and non-bank issuers. The White House calls this a long-awaited foundation for trust and wide adoption of stable digital dollars. Major banks and corporations are now exploring proprietary tokens or partnerships with existing currencies where use case technology choices and compliance requirements are the deciding factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notable is the legal padding the law gives to bankruptcy law. In a collapsing publisher, stablecoin holders are given priority over reserve assets and those reserves fall outside the estate. This protects users heavily but the downside is that restructuring may become more difficult for publishers because they are not allowed to tap the reserves for bankruptcy costs. <a href=\"http:\/\/crypto.romsuriname.com\" data-type=\"link\" data-id=\"crypto.romsuriname.com\">Redesigning our Monetary System. <\/a>warns that this could discourage reorganizations and push faster toward liquidation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political message is that Washington wants to allow innovation with a tight edge of oversight. Treasury Secretary Scott Bessent openly positions stablecoins as a digital rail for the dollar that increases global access and drives demand for U.S. government securities. That fits with the broader direction to bring clarity and address abuse with new tools such as digital identity APIs artificial intelligence and advanced blockchain monitoring explicitly mentioned in the consultation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For users in Suriname, there will be more certainty of coverage, transparency and oversight with stablecoins. That lowers operational risk when allowing this blockchain technology in our beloved country; in payment services cross-border transfers and trading. For the market, tighter reporting and delineation of authority can lead to lower spread and faster integration with the mainstream financial system. For regulators, the consultation provides a roadmap to improve detection of money laundering penalty circumvention and fraud without stifling innovation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Surinamese investors and companies can reap three benefits from this. First, dollar access through regulated stablecoins may become more stable and cheaper than through traditional correspondent banking channels, an advantage in international payments trade and remittances. Second, demand for U.S. government securities may increase due to the reserve requirements of stablecoins, further strengthening the liquidity of Treasuries and consolidating the dollar's role as a unit of account in crypto. This makes it easier to think of crypto portfolios in dollars and hedge currency risks in a targeted way. Third, the framework forces better KYC and data hygiene among platforms. Surinamese users trading through international exchanges benefit when that infrastructure becomes more uniform and auditable, though it also means more stringent identification and potentially higher compliance costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The flip side requires sober choices, as a bankrupt publisher may have less room for relaunch or settlements due to the super-priority of holders, making selection of publishers and spread across multiple stablecoins more important. At the same time, elaboration will take time, as regulators have yet to publish guidelines and possible rules following the consultation. Until then, operational differences will remain between issuers and between public and private blockchain infrastructures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For payments and treasury management, choose stablecoins with transparent monthly reporting and oversight by recognized authorities. Spread counterparty risk across multiple issuers and blockchains. Invest with an eye on the dollar component because return and risk are strongly determined by USD liquidity. And actively follow the consultation from Washington as new guidelines may once again tighten the ground rules for onboarding transaction limits and monitoring.
