{"id":2423,"date":"2025-05-16T07:28:56","date_gmt":"2025-05-16T10:28:56","guid":{"rendered":"https:\/\/kowchecking.com\/?p=2423"},"modified":"2025-05-16T07:28:57","modified_gmt":"2025-05-16T10:28:57","slug":"anti-corruptie-instituten-ontdekken-grootschalig-pensioenschandaal-in-brazilie","status":"publish","type":"post","link":"https:\/\/kowchecking.com\/en\/anti-corruptie-instituten-ontdekken-grootschalig-pensioenschandaal-in-brazilie\/","title":{"rendered":"Anti-corruption institutes uncover large-scale pension scandal in Brazil"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Ministers and top officials fired, luxury properties seized<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April 2025, the Brazilian Federal Police (Pol\u00edcia Federal) and the Controladoria-Geral da Uni\u00e3o (CGU) with Opera\u00e7\u00e3o Sem Desconto exposed a massive corruption scandal within the Instituto Nacional do Seguro Social (INSS). Millions of pensioners were victims of unauthorized deductions for years. The damage is estimated at 6.3 billion reais (about 1.1 billion euros). The investigation led to resignations at the ministerial level, criminal investigations and social outrage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Unauthorized deductions and false entries<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between 2019 and 2024, retirees were enrolled without their knowledge in unions and interest groups that wrote off monthly contributions through the INSS system. According to the CGU, 97% of surveyed victims did not consent to these deductions. In some municipalities, more than 60% of pensioners did. The victims paid for services such as legal aid and health care that were not actually provided. Fake signatures were used in several cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Political implications: minister Lupi resigns<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carlos Lupi, Minister of Social Security, resigned on May 2, 2025 after political pressure over his slow response to earlier reports of irregularities. The CGU had informed him of possible fraud as early as June 2023, but action was not taken until March 2024. INSS President Alessandro Stefanutto, appointed by Lupi, was also fired on April 23. He is one of the main suspects in the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Luiz In\u00e1cio Lula da Silva has been accused by critics of insufficient oversight of the implementing agencies. The president stressed that the fraud network had already emerged under his predecessor Jair Bolsonaro, but is nevertheless receiving political damage, in part because of the importance of pensioners as electoral constituencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Opera\u00e7\u00e3o Sem Desconto: millions seized<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The April 23 police operation included 211 searches in several states, six arrests and the seizure of luxury goods including Ferraris, a Rolls-Royce, expensive watches, jewelry and more than US$200,000 in cash. Assets worth more than 1 billion reais were frozen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A key figure in the investigation is Antonio Carlos Camilo Antunes, nicknamed \"Careca do INSS\" (Bald of INSS), who police say served as the system's chief operator. Three main groups are in the picture: the unions and associations that carried out the deductions, the financial intermediaries and corrupt officials within the INSS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Government suspends deductions and promises compensation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a first measure, the Brazilian government has temporarily suspended all associate deductions from pensions. President Lula promised that unjustly withheld amounts will be refunded, although it is still unclear exactly how much will be compensated to individual victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the opposition in Congress initiated the creation of a parliamentary commission of inquiry (CPI). Luciano Zucco (PL-RS) submitted the proposal, supported by other opposition parties. The CPI must investigate who is politically responsible for the fraud network's years of operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Criticism from society and media<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a poll by AtlasIntel, 85.3% of Brazilians thought Minister Lupi should be fired. Media such as G1, Estad\u00e3o and Metr\u00f3poles have been reporting signs of fraud at the INSS since 2023. Metr\u00f3poles in particular claims to have played a decisive role in triggering the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Criticism also sounds about union involvement. One of the prominent unions, Sindnapi, is named in the investigation. The vice president of this organization is Jos\u00e9 Ferreira da Silva, also known as Frei Chico and the brother of President Lula. Although he is not directly suspected, the family connection is leading to speculation and additional media interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new test of the democratic rule of law<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysts compare the scandal to previous Brazilian corruption affairs, such as Mensal\u00e3o (2005) and Lava Jato (2014-2021). Unlike some previous affairs, the current operation seems less politically motivated and mostly institutionally driven. Both the CGU and the federal police are praised at home and abroad for their independent action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the case is far from closed.
