How society encourages entrepreneurial growth and stability

In a democracy, the legitimacy of politicians rests on the trust and consent of the people. Policy is not merely a technical process, but is at the heart of the social agreement between citizens and representatives of the people. When voters explicitly demand concrete policy proposals, several important effects arise. Politicians are encouraged to take responsibility for their intended plans, leaving no room for inertia or mere partisanship. By demanding vision, long-term planning and tangible results from their representatives, voters see more quickly whether promises are achievable, what resources are needed to achieve them and how policies will work out in practice. Such transparency not only increases the accountability of political leaders, but also ensures that policies are more focused on addressing real social problems rather than just winning votes.

An additional benefit of clearly formulated policies is the development of long-term vision. Without pressure from society, there is a danger that governments will limit themselves to short-term solutions and decisions that may work for one legislative term, but do not provide sufficient perspective for future generations. When citizens actively demand a long-term vision in areas such as education, infrastructure or public housing, there is a greater chance of structural reforms. Political parties know that in this way they not only convince voters, but also lay a lasting foundation for economic growth and social stability. Moreover, citizens feel more involved in democratic processes and will be more willing to participate constructively or even make temporary sacrifices, such as tax increases, when they understand that these efforts are part of a supported plan.

For entrepreneurs, actively languishing on policy is critical. A predictable, consistent and clear policy framework creates confidence and certainty in an investment climate. Businesses base their investment decisions on the expectation that laws and regulations will not change dramatically with each new coalition. This applies to small local businesses as well as large investors. When politicians know that society expressly values clarity, they invest in stability and continuity, for example, by establishing tax incentives, investment agendas or entrepreneurial facilities. This makes it easier for entrepreneurs to attract financing because financiers and shareholders have confidence in the long-term prospects of a region or sector. In addition, clear policy frameworks are necessary to attract foreign investors, which in turn leads to job creation and economic dynamism. By making their voices heard about what kind of laws and regulations are desirable, citizens indirectly help optimize conditions for entrepreneurship and encourage innovation.

Policy also plays a central role in social cohesion and trust. When policy sets effective priorities in areas such as health care, education and social security, it strengthens citizens' trust in government. A society that knows what goals are ahead is more likely to pay taxes and cooperate on necessary reforms. This trust arises because people see that decisions are not only in the interest of a select few, but that vulnerable groups such as the elderly, people with disabilities or families below the poverty line are taken into account. When citizens actively call for such policies, they ensure that political leaders feel obliged to take inclusive and equitable measures. At the same time, this fosters a culture of transparency: once it is clear what goals are being pursued, independent institutions, courts of account or media can monitor compliance and hold politicians accountable for keeping their promises. This increases the authority of institutions and reduces polarization because people feel heard and know where they stand.

International examples of targeted policies

In Norway, a large portion of oil revenues has been set aside in the Government Pension Fund Global, better known as the oil fund, since the 1970s. Due to massive calls from society to handle oil revenues responsibly, a system was created in which, on the one hand, a generous social safety net was built with free health care, elder care and free university education and, on the other hand, a stability mechanism exists for economically weaker periods. As a result, the national budget remains balanced and every citizen benefits from natural wealth. Thanks to clear policies, entrepreneurs, family businesses and multinationals alike know that they can count on a stable investment climate, in which successive governments do not use oil revenues for short-term politics, but allocate them to sustainable development.

Germany is an example of how social pressure led to the so-called "Energiewende," a massive switch to renewable energy. Citizens, environmental organizations and companies in the energy sector had been demanding for years that politicians pursue sharp climate policies. This led, among other things, to the Climate Act, which set annual binding targets for CO₂ reduction. Subsidies for solar panels, wind turbines and electric cars made renewable energy an important part of the electricity supply. Moreover, the German government, together with private parties, invested in pioneering technologies and infrastructure, which led to a strong export position of German manufacturing industry in renewable energy systems. For entrepreneurs, this meant that they were able to innovate in a protected and predictable market: manufacturing companies developed new types of wind turbines, local cooperatives invested in solar parks, and start-ups got into battery storage. The incentive from the electorate to shift quickly to a low-carbon economy not only ensured environmental gains, but also economic growth and a leading role in international markets.

In Canada, citizens' continued call for universal health care led to the Canada Health Act. That law required that provinces seeking to receive federal health resources could not charge patients additional fees. Through continuous public outcry when waiting lists grew or quality came under pressure, provinces rapidly improved their healthcare systems. For entrepreneurs in the healthcare sector and pharmaceutical industry, this presented both challenges and opportunities: drug pricing rules became stricter, but it also opened up space for private partnerships in digital healthcare solutions or telemedicine. This allowed tech companies to gain a foothold with innovative healthcare platforms, while hospitals partnered with startups to increase efficiency. Thanks to the clear reading from the community, Canadian healthcare entrepreneurs know that they have a level playing field and that the government has a long-term common interest in ensuring all citizens have access to care.

During the corona pandemic, South Korea proved that long-term digital investments pay off in times of crisis. For years, parents, schools and businesses had expressed the need for digital learning tools and super-fast broadband connections throughout the country. So the South Korean Ministry of Education worked with technology companies to develop a comprehensive digital curriculum and ensured that powerful Internet access was available in almost every household. When physical schools became vacant in 2020, teachers switched to online classes within days without students losing significant learning time. Entrepreneurs in the technology and education sectors benefited immediately: e-learning platforms saw their user numbers explode, and telecom providers further expanded their networks to meet the sudden demand. Society's call for future-proof education meant that South Korean startups and established companies could export digital education technologies worldwide, contributing to both the economy and education levels.

Benefits for entrepreneurs

Entrepreneurs benefit from clear, consistent and forward-looking policies. First, a clear legal framework provides certainty for investment and expansion plans: when rules around taxes, permits and subsidies are not constantly changed, companies can develop long-term strategies with confidence. This makes it easier to attract financing and find cooperation partners. Second, policies that explicitly allow for innovation, for example through tax incentives for research and development or public-private partnerships can ensure that start-ups can quickly scale up and enter new markets. Third, it creates a predictable market in which firms know they will not be caught off guard by sudden regulations, allowing them to produce more efficiently and become more competitive in international markets. Moreover, transparency in policy enhances mutual competitiveness: entrepreneurs can better align their business models with societal needs and thus differentiate themselves. Finally, policies that promote social cohesion and trust indirectly contribute to a stable sales market: when citizens trust the government to provide education, health care and social security, they spend more, businesses grow and purchasing power increases.

All in all, citizens' calls for policy create a balanced interaction between supply and demand in democratic decision-making. Political leaders are forced to not only come up with policy ideas, but to make them implementable, sustainable and transparent. Entrepreneurs benefit from the predictability and room for innovation this brings. A concerted commitment to long-term vision and social responsibility creates a stable investment climate in which citizens and entrepreneurs can flourish.
